Popup window on relations prevents selection

Description

The popup window in the relations selector is sometimes completely masking the selector, preventing selection of the relations. The popup should show up on the side to avoid this.

  • Priority changed from normal to major

Is there a way to:

  • put that popup on the left side of the relation list, not on top of it
  • be able to disable it by an option
  • be able to specific a time before it pops up by an option

I was working heavily with relations on US admisnitrative boundaries which have a lot of data (hence a huge popu) and it was very annoying.

  • Status changed from new to closed

(In [2885]) Show in relation list if a relation has incomplete members.
Remove tooltips in relation list (fixes #3639, fixes #4227).
