Changeset tags should be editable in subsequent uploads

Description

If a changeset is left open, the tags (eg. comment) should be modifiable in the subsequent uploads.

  • Resolution set to invalid

AFAIK this is not possible. In contrast to nodes, ways, and relation it's not possible to update a changeset.
