Open this in JOSM: http://www.openstreetmap.org/?lat=-26.187397&lon=152.636555&zoom=18&layers=B000FTF
You still see a boundary coloured dashed line, where as if you open this link:
http://www.openstreetmap.org/?lat=-25.8002&lon=153.0518&zoom=13&layers=B000FTF
The boundary is coloured the same as any other coastline

It seems I wasn't the only one after this feature, I forget the revision number but this issue has been fixed already.
