Provide at least one empty row in the tag editor for the relation editor

When a partially downloaded relation is open in the relation editor, and the download members button is pressed, the remaining members will be downloaded and will show on josm and can be edited etc, but the relation editor still says some of the members are incomplete.

This happens at least when the relation has the same object multiple times as a members, usually this is the case when dealing a route relation that includes one road multiple times.

This can be seen when bbox ​http://api.openstreetmap.org/api/0.6/map?bbox=24.926562309265137,60.181466563337295,24.928321838378906,60.18244818193329 is downloaded, and the bus route relation "O1N" is opened and it's members are downloaded via the Download members -functionality. Other bus routes in the bbox also behave the same as they all have some ways multiple times as members.

Since I don't know if the strange behaviour I realise with relation editor lately belongs to the same bug technically I put it here, too.

When I try to download relation members via relation editor sometimes the members are downloaded, sometimes they are not downloaded (happens more often when I have rmoved some layer like the GPS- or data-layer in Josm) and sometimes I get a java.lang.NullpointerException.
Aditionally I miss the last empty row for new inputs - so one has to go to the row with content and hit enter to get a new row. Don't think it worth a new ticket, so I file it here, too.
