Make josm.../newticket link in crash dialogue clickable

Description

Currently, when josm-latest crashes, it displays an error box containing backtrace and requests that the user report the error in trac.

The link to josm.openstreetmap.de/newticket is not clickable.

Ideally the link would be clickable, and thus increase the likelyhood of a user successfully bothering/managing to file the bug-report without the need for manually retyping the bug tracker URL and sub-page.

This issue is within the scope of #4035 which has a patch, closing as duplicate.
