[Patch] projection for SwissGrid

Description

Attached is a projection class for the ​SwissGrid.

We need it because we want to combine OSM data with a layer which displays orthofotos in this projection, i.e. orthofotos from the city of ​Bern.

Some notes: Please strip spaces at line ends. Do no use useless empty lines (e.g. double empty lines or empty lines before/after brackets). And please make the diff in josm dir and not inside the subdirectories. Thanks.
