TracBrowser is not displaying in UTF-8

TrackBrowser does not display UTF-8 umlauts correctly. For example, go to

http://josm.openstreetmap.de/changeset/1562

You will find there "Dirk Stöcker" where the o-umlaut is not displayed as one UTF-8 character but as two ascii-character.

A possible solution could be found at the end of this document:

Fixed for the three text files in main dir (r1570). Will not affect the above link thought :-)
