Shortening Presets Menu

In the most recent build the preset menu is too long to show everything when using the metal look and feel at 1024x768 using Openjdk. In other look and feels it fits in, which means we need to trip the space between menu items (I couldn't work out how) or make it scroll (which requires more java than I can handle) or rearrange the menu so there are fewer entries.

The attached patch shortens the menu just enough to be usable at 1024x768 for me, and seems to be a fairly sensible way of doing things. There may be better ways, and somebody may want to investigate the other options so people can continue to find things where "they should be".

actually, the landuse submenu needs shortening too. I think the ideal solution would be to squidge the menu items up so they are closer together and therefore fit, but that's also not a long-term solution. Getting a menu system for the presets which allows scrolling (and searching?) would be.
