Reconsider fee=<interval> syntax in internal presets

Description

On the wiki page of key 'fee' the syntax of fee=<time interval> to indicate when the fee is applicable (requested from visitor) seems to be deprecated:

Please investigate the case and if that is true, update the JOSM internal presets as they do contain examples of such 'fee' usage. JOSM should not promote unapproved tags if not necessary.
