Tablet doesen't respond to tapping on it's surface, and presing button will result in multiple click

Description
Tablet Trust 1200 Wireless doesn't respond to tapping on it's surface, when working in JOSM active area (but it works for menus and toolbars and also in other applications such as Photoshop, Word, Excell etc.).
It is possible to work in JOSM by pressing pen's button, but JOSM detects that as multiple click (which means, it will interrupt the way after every node in new JOSM).
The problem was reported in Windows XP.

I maybe discovered the cause - it is nearclick plugin (recommended for "tablets and slippery mice"). I tried activating it to solve problems with my slippery mice, but then I started to record random doubleclicks (about 10% -20% of ordinary click ended up as doubleclicks) when I clicked only once (in entire GUI, so clicking once value in property editor sometimes opened the editing popup, clicking "delete" sometimes deleted two things, etc ...). Once I disabled the nearclick plugin, unwanted doubleclicks disappeared. Maybe there is bug in that plugin that is causing this?
