The slippymap layer on startup defaults on top of the layers. This is not the desired behaviour. It would be much better to have it default below the WMS-Layer, this is on bottom of the layer-list.

Slippymap should be below any data layer. The order of the full-screen-layers like WMS and slippymap depends on calling order. What version of the plugins and JOSM do you use?
