No Data Imported should equal "Data Downloaded"

Description

If for a certain area no data was imported, because there are not yet any nodes on the server, this area should be marked as downloaded (no stripes) - otherwise the user is confused and things he has to download the data, were in fact is no data (endless loop ;-) )

Actually that is the case. Current JOSM marks empty downloaded area as an empty downloaded area.

Yep, it just displays an additional message is shown to inform the users that there in fact shouldn't be any data and that it's not a bug.

Okay, you are right. It's an enhancement to improve usability.

What is an enhancement? JOSM already has the functionality you request, so what should be enhanced?
