Plugin-Update should test required version before installing

After updating to josm-snapshot-1178 and updating the plugins I get the message "Plugin requires JOSM update: " and the plugin name for all plugins installed.

Update to 1184 solved the message.
There should be some way that JOSM doesn't download plugings newer then it can handle.
