Can KMZ/KML files from ArcGIS be displayed as picture layer in JOSM?

Description

When I open the files directly in JOSM I receive a notification that no data is found in the files.

When I try to open the KML file as a new picture layer I receive the following notification:
KML calibration is in beta stage and may produce incorrectly calibrated layers. Please use https://josm.openstreetmap.de/ticket/5451 to upload your KMLs that were calibrated incorrectly.

But no picture layer actually opens, so I can't even tell if the calibration is correct.

Is there a way to fix this or are my files the issue? Is there a way to export other formats from ArcGIS?

It's the first time I'm working with KML/KMZ files so if I'm wrong about something please let me know.
I've had a look at your file and I think there is something wrong with it. As far as I know KMZ is a zip of KML and what's important for us is the KML <href>source</href> line. That means we need the source as local file. Usually it's stored in the KMZ but I only found the "Future Roads 22-5-19.kml" with a strange <href> value: <href>https://apps.dpwh.gov.ph/arcgis/services/Before_Stage_PS_ODK/Missing_Links_07062018/MapServer/KmlServer?Composite=true&amp;LayerIDs=0%2C1</href>.

Anyway, please check your file (if you want to read the KML you'll need to unzip the KMZ). If the KMZ contains the href-source (often there is a folder named files) and the KML file it should work. Probably you'll need to unzip the KMZ anyway to open it with PicLayer.
