[PATCH] transparent hatched area in JOSM

Description

Hatched area prevented user from seeing WMS data. Replaced eye-cancer causing pattern by a transparent version. Now it's more eye-friendly, still showing clearly what area is already downloaded.
WMS-Layer is visible, giving some orientation on the map.
