Inconsistent filter behaviour between normal and locked layers

Description

What steps will reproduce the problem?

  1. Have a normal OSM data layer and a filter enabled
  2. Close the filter dialog
  3. Note that filtering is disabled when the dialog is closed
  4. Do the same with a locked layer

What is the expected result?

Filtering should behave as for normal layers (i.e: disabled)

What happens instead?

Filtering is still enabled

Set your email in Preferences
Action
as closed The owner will remain Don-vip.
as The resolution will be set.
The resolution will be deleted. Next status will be 'reopened'.
