German translation missing

I am using JOSM 1061. In the welcome screen it reads that translations have been bundled with JOSM. Unfortunately, I do not see a German translation and only get the following error message at the console when starting JOSM:

Unable to find translation for the locale: Deutsch (Schweiz) reverting to English.

Even when using the command line switch --language=de I only get the following error message:

Unable to find translation for the locale: Deutsch reverting to English.
