Add Source Tag (Ctrl+Alt+S) does not detect the correct layer

What steps will reproduce the problem?

Using Ctrl+Alt+S is used to directly add source=GenericImageryLayer to all selected objects

What is the expected result?

The description on the wiki page says Add remembered source tag, I assume 'remembered' is the last used layer?

It should mimick the behaviour of the Ctrl+R (Copy Tags from previous selection) shortcut, by adding the name of the last selected (or topmost?) layer as source.

What happens instead?

The source tag is not changed if you select a new layer, it seems that it only 'remembers' a source tag once during the session, but if you switch layers, it is not updated.
