Right-click imagery menu opens almost all the time when dragging the map

What steps will reproduce the problem?

1. Add any imagery layer
2. Drag the map view with right click

What is the expected result?

Right-click menu should not open

What happens instead?

Allmost every time, the imagery menu opens when releasing the click
