livegps and surveyor have broken keyboard shortcuts

Description

something is very fishy in there. The shortcuts are rendered differently by the menu item, the tool tip and the keyboard handler.

Capture GPS Tracks is Ctrl-R in the menu and the handler, but Alt-R in the popup

Center Once collides with Combine ways

Surveyor is Meta-S in the menu, Ctrl-S in the popup and is invoked by both...

AutoSave is either Ctrl-S or Ctrl-Shift-C

Keyboard conflicts are solved with the "Work in progress" new shortcut handler. See also #1622.

Has been fixed inbetween for livegps.
