[PATCH] Add splash screen during startup

Right now the startup of JOSM can take some time. This sometimes causes me to start JOSM twice because I don't get any feedback. The following patch adds a splash screen that will be shown during application startup. It will display messages of the current status so the user knows what is happening.

Note: The design of this splash screen can be changed by someone who is more confident with GUI design. I just did what I could to make it look nice ;-)

I cant attach the patch to this ticket. I sent it directly to stoecker (since josm-dev does not allow patches either).
