Description

Like for word processors JOSM could keep a list of most often used presets and display these in the toolbar menu.

a) Add a new action class counting the presets usage
b) Allow to select this in the toolbar prefs for inclusion in the toolbar menu
c) either display as menu or as individual icons

Fixed for some time now. We used a static approach instead.
