Downloaded segments are not added to existing ways

Do a download from this URL:

Then, download this other URL (just a little north):

​http://www.openstreetmap.org/index.html?lat=40.37473209391014&lon=-3.678557299338132&zoom=13

And last, download this URL (again, a little north):

​http://www.openstreetmap.org/index.html?lat=40.3869138445708&lon=-3.6789304820717184&zoom=13

This last download has not added the new segments to a previously existing way, named M-30. If you download last URL first, segments and ways are OK.
