It just happens with the automatic generated jars. Compiling the source works fine.

Edit: sometimes it does but others doesn't. If I kill the java process it does work.

Isn't a duplicate of #11591 !!!
In my case the "splash screen" not appears !!!
Today I uninstalled JOSM-latest (sudo apt-get purge josm-latest), I cleaned all possible folders with any kind of configuration and then I tried to install the latest version (svn8536).
No start, no "splash screen", no logs !!
I can see only the josm-latest process and java process but I don't have the possibility to open the windows of the josm-latest process. I don't see josm-latest in the list of the running applications, only in the list of processes.
Fortunately apt-get keep an archive with some version of the downloaded packeges.
I tried to purge and install some sub-version, the latest that work properly is svn8524. If I update to svn8525 or svn8536 I have the problem.
svn8524 work correctly also with my old configuration.
I can only suppose that the problem was generated in the passage between svn8524 and svn8525
