Remove the FSTopo entry, as it doesn't appear to be running anymore (Error 500: Service EDW/EDW_FSTopo_01/MapServer not started) (it's been like this for a while). It also generates errors on JOSM startup, as it appears that the <icon> URL (​https://www.fs.usda.gov/themes/custom/fs_uswds/logo.svg) has started timing out any request whose user-agent's last alphabetical word is "java" (case-insensitive).
