Changes between Version 28 and Version 29 of Maps/South Africa

Comment:

JOSM was not able to parse the WMTS capabilities document for 2018 imagery with the following error given: "The entity name must immediately follow the '&' in the entity reference". So, I escaped all '&'s with '&'. The 2018 imagery was also not found at the old URL, so I updated all lines to allow for access to a new mirror. If my changes do not fix this, could someone else with more understanding please take a look?
