The ignore list is maintained at ImageryCompareIgnores. There is also a more detailed reason for each ignore entry documented.

This script compares the following properties:
* source URL
* type (WMS/TMS/WMTS)
* name
* min_zoom and max_zoom
* country code

This script does '''not''' compare everything else like:
* id
* copyright/attribution information
* bounds/shape
* projections
* icon
* ...
