Minimizing the toggle dialog does not work

What steps will reproduce the problem?

1. start JOSM and activate the notes plugin
2. try to minimize the toggle dialog with top-left button

What is the expected result?

The dialog is minimized (rolled up) and only the header is displayed

What happens instead?

The dialog does not minimize

Please provide any additional information below. Attach a screenshot if

possible.

Get the same result with the OSB.
