Preset: include values from data layer in combos

Description
It would be nice if the combo list would include values from data layer and not only the values included in the preset.
Not sure if it is the best for all keys (e.g. make it optional).

Do you have any reasons ?
- I understand that it might confuse especially inexperienced users.
- Sure we need to separate them from built-in values
On the the hand
- it would take into count local tagging styles.
- maintaining presets gets a bit easier, as you do not need to add that many values

Well, if you do not like it as default an option to turn it on would be nice.

It's better to update the preset if a value is missing than propose potential invalid values.
Values do get added to the combo list (in the current session) when entered, or when they are in selected objects upon opening the preset.
A workaround thus would be to select all objects, open the preset, cancel preset and cancel selection.
This would be needed to do for every preset you are interested in to fill its combos' values, which would be a hassle indeed.
