no hotkey for mirrored download — at Initial Version

Description
User defined shortcuts don't work for "mirrored download"
I have disabled the hotkey for the "normal" download and assigned to "mirrored download". Pressing the keys shows no reaction, not even on the CLI.
Quite annoying since I want to use "mirrored download" as my default and in my workflow I use shortcuts wherever possible.
Environments:
Openbox (on LXDE, debian sid) with
java version "1.7.0_10"
Java(TM) SE Runtime Environment (build 1.7.0_10-b18)
Java HotSpot(TM) 64-Bit Server VM (build 23.6-b04, mixed mode)

Also confirmed for a JOSM r5657 on java17.0.10 on Windows XP.
