When one queries a WMS service URL and gets a lot of layers as response, the settings window in JOSM does not show all layers and also does not allow scrolling.
I have attached a screenshot to compare JOSM's WMS layer list to the one from QGIS.
PS: the WMS GetTileService request I used: http://map1.vis.earthdata.nasa.gov/twms-geo/twms.cgi?request=GetTileService
