I do not know when this regression was introduced but it used to work.
- open the relation dialogue and add a member object to the selection list.
- object is selected and in the selection toggle dialogue listed
- Move mouse out of the relation dialogue and hit "3" (zoom to selection)
no zoom ! only after selecting the objects again through selection toggle dialogue I am able to zoom.

I have tested a bit more and it seems to be a problem with the focus as zooming works after getting the focus to the map window by clicking on its header or moving the map and I can reproduce the same behaviour when only switch focus between relation editor with a click on a member and main window.
Could be also a broken java or window manager.
Gnome 3 on debian wheezy.
Same issue with java 7.
