Description
Finnish National Land Survey has opened its data for download for free. For example topographic map raster in 1:50 000 scale is available in https://tiedostopalvelu.maanmittauslaitos.fi/tp/kartta?lang=en Is it possible to use this maps as background image for JOSM editor. More info: http://www.maanmittauslaitos.fi/en/file_download_service . Yahoo, Bing and Google map data is defective in Finland more rarely populated areas.

This downloading process
- Select the product to be downloaded from the list
- On the map, select the map sheets covering the area containing the datasets you want
- Type your e-mail address to receive the link to the download page
- Download the files you have ordered using the links on the download page
… could be hard to implement in JOSM.
What about asking them to provide a WMS?

Would you like to add the missing entries to Maps/Finland?

The underlying data is open, but this MML web page states that the use of the WMTS service requires a contract and there is also a price list, so I believe we cannot use this service:

I believe all the WMTS layers provided in the WMTS service are already in Maps/Finland as TMS services except the hillshade and one alternative background map.
Here is the license. Looks good to me.
