JOSM ignores changed shortcuts

change shortcut, OK, restart JOSM - JOSM writes to preferences.xml, but shortcut is NOT changed.

More detail:
Shortcut for "Entfernen" is changed, for "Werkzeuge 2/Punkte extrahieren" and "Fenster/Autoren" (both "Alt+J") not.

I can confirm this for some other shortcuts - the shortcut system is quite broken.

Alt-J, Alt-U, Alt-Z shortcuts from Utilsplugin 2 seems to be incompatible with JOSM shortcut management system
(it use GROUP_MNEMONIC incorrectly, see https://josm.openstreetmap.de/raw-attachment/ticket/7226/shortcuts.html )

Actually, another shortcut is changed instead of one we modify.

this may be related to #7213... sometimes a shortcut I wanted to change showed up with an empty action.

Problem with jumping Alt-J, Alt-U shortcuts from utilplugin2 seems to be solved in [o27411], empty actions and non-saving preferences persist.

Empty actions are introduced with multikey shortcuts, for example in r4600 there are empty actions, but saving works correctly.

Sorting breaks shortcut saving completely. Without sorting it seems to work. Alt-J was a separate bug in Utilsplugin2 (my bug, to be honest), it is removed now.
