Plugin walkinpapers not loaded — at Initial Version

Description
Following the wiki description, I went to Settings/Plugins and activated walking papers. Then restarted JOSM. I can see the plugin in the filesystem (/home/moi/.josm/plugins), but it is not listed under About/Plugins.
I use Josm 4399, started via java -jar josm-tested.jar and downloaded walking papers 26606.
