turnlanes plugin: lanes:backward/lanes:forward not respected (on ways with odd-numbered lane count) — at Initial Version

Description
Given an intersection, where one of the related ways is twoway, but has an odd number of lanes, i.e. lanes=3 + lanes:forward=1 + lanes:backward=2, turnlanes seems to always allocate the odd lane to the forward direction of the way.
