Add option to download incomplete multipolygons — at Version 2

In the download dialog we currently have the option to download GPS data and OSM data. Additionally an button to "download incomplete multipolygons" should be added.
Reason: People try to "FIX" multipolygons, when they are displayed strange due to the state of being incomplete in JOSM. Downloading missing elements in the currently downloaded area may solve this issue.

Nice, idea.
ATM, this would mean a checkbox which is valid for both OSM and Overpass.
