validator: do not list highway=road under "illegal tag/value combination" — at Initial Version

Description
You get a warning about "illegal tag/value combination" for highway=road.
There is no problem with this tag and it might be totally alright.
I think this way you will not find many newbies to use this tag, and the will use highway=unclassified instead. Which is wrong.
