changing key F11 to cadastre-grab does not work

I am not sure if this belongs to cadastre-plugin or to core.

After installing cadastre-plugin, restarting, changing F11 to cadastre-grab, restarting:
The shortcut is still not working.

Fullscreen is assigned to Shift-F11 but pressing F11 still changes to fullscreen instead of grabing cadastre info.

Funny, you can not switch back to normal view with the other shortcut (F11 and then Shift-F11 and the other way round).

Using /usr/lib/jvm/java-6-openjdk/bin/java to execute josm.
