New command to switch between actual and previous layer — at Initial Version

Description
When working with tow layers and make lots of switch between 2 layers it could be easiest to map a mouse key on an action that will switch to the previous activated layer.
So if it's possible, I will enjoy if you add a new action to switch to the previous layer activated.
