Tag objects "not for upload" — at Initial Version

Description
I use a layer that has the boundaries of the CanVec grids I'm working on, done and others are active in. These are not objects I'd ever want to see in OSM. I'm afraid that one day I'll upload it by mistake.
A cool feature would be if I could flag these in the .osm file as "not for upload" some how.
