The test won't work if the highway is connected to an area instead of the highway at the same position.
(OSMI Routing-View works perfect, but JOSM doesn't find the same bugs)

I haven't been able to repro this, but I'm also not sure what the repro is.
Can you or anyone provide more detail? Ideally a .osm file that illustrates the problem.
