validator: different results: check on upload <-> manually activated check

I often get different results from validator with no changed settings at all. I think you should get the same results in both cases. (check on upload <-> manually activated check).

I attach a osm just look at the warnings.

On upload the validator only checks the changed elements. On manual check you check the selected elements (or complete dataset when nothing selected). Thus you also get different results.

Ok, I first check all manually and later I check on upload. I get new results in the second test which did not appear in the manual-check. This should not happen, since I did not change any prefs-settings.

When you do manual tests with selected elements, then it will happen, as the manual test only checks these elements. If a whole test really does show less warnings than an upload test, then provide an example database, where this is the case.

I get 3 "Wegende nahe anderem Weg" manually checked and 4 times on check on upload, and all these results are different.
