By now, we have a different format to configure custom projections / coordinate systems: The format used by the proj.4 library.

Please reopen, if this is not sufficient and describe your use case for the WKT format. (For a plugin it would be no problem to depend on the Geotools lib, but for JOSM core it is most likely too bloated & not easy to extract relevant parts.)
