No timeout on API capabilities call, JOSM hangs — at Initial Version

Description
An unresponsive OSM API as of this time exposed the fact that the API capabilities call doesn't time out, thus hanging JOSM. I was about to upload when this happened, and I'm now even unable to save my layers.
