Cannot upload / 'OSM server reported an error' — at Version 2

When starting JOSM, an info box appears:

The OSM server '​https://api.openstreetmap.org/api/0.6/' reported an internal server error. This is most likely a temporary problem. Please try again later.

I can download and edit normally.
When uploading changes, the same error box appears.

I tried now for 3 days but the problem persists.

I use Ubuntu 22.04.4 LTS
I installed it via aptitude.
The JOSM build date seems strange (1970... )
