UI glitch in debug mode

What steps will reproduce the problem?

1. Prepare JOSM in IntelliJ
2. Debug the JAR file

What is the expected result?

JOSM UI works as usual.

What happens instead?

Weird UI glitches everywhere. See the similar repetitive icons and mixed translations.

Please provide any additional information below. Attach a screenshot if possible.
