"Empty" indicator in data layer when layer contains data

The empty indicator ∅ shows next to data layer even though there is data on the layer.
The specific case is when JOSM opened from a Task Manager item.

The indicator will go away if the layer panel is clicked, so it appears to be a paint issue.
If the layer panel is docked (not floating), the indicator will go away if another panel is touched.
