Disable MapPaint style submenu for empty settings.

In the case of the MapWithAI plugin the following situation occurs:
No image "<blockquote class="imgur-embed-pub" lang="en" data-id="a/SGxX8Sv" data-context="false" ><a href="//imgur.com/a/SGxX8Sv"></a></blockquote><script async src="//s.imgur.com/min/embed.js" charset="utf-8"></script>" attached to Ticket #19997

Actual behavior: The Source Colors menu item is enabled, but no additional sub-menu is shown.
Desired behavior: If there is no sub-menu to show, then the Source Colors menu item should be disabled.
