Offer an option to disable the right-click menu — at Initial Version

Description
In JOSM right-click is used both for layer movement and "do things with a loaded layer".
If I have an imagery layer such as "Bing" loaded, holding down and releasing right-click shows a menu that begines "auto load tiles" (I'm using openjdk version "14.0.1" 2020-04-14 on Windows 10).
Unfortunately this right-click menu pops up regularly even when I'm just moving the background around. How do I turn off this right-click menu?
